Yocto/Parallel: Concurrency utilities

Yocto/Parallel is a collection of concurrency utilities helpful in implementing other Yocto/GL libraries. Yocto/Parallel is implemented in yocto_parallel.h.

This library is experimental and will be documented appropriately when the code reaches stability.
